State and Federal Law Developments 2017 - Cathy Welch will describe recent legislative activity regarding federal and state employment laws and regulations, agency enforcement activity and important recent state and federal cas-es. Attendees will become particularly familiar with the direction of the EEOC, DOL, NLRB, as discernable thus far in the Trump Administration and Virginia employment agency initiatives and focus. Attendees will learn practical guidance and recommen-dations to avoid entanglement in those efforts or how to respond should those agencies focus on the HR professionals’ company.

Star Bobatoon is an accomplished attorney, dynamic corporate trainer and award-winning speaker specializing in HR and Legal issues. Her background includes over a decade of performance on stage, television and the big screen, and another decade as employment litigation attorney and diversity counselor. She has trained and shared the stage with world-renowned motivational icon Les Brown. While training and speaking on many legal topics including diversity, discrimination and harassment and Family Medical Leave Act, Star’s passion is empowering and inspiring people in the areas of leadership, personal development and communication.
Cathy Welsh has concentrated her practice in employment law for the last twenty-five years. She helps clients work through complicated employment situations includ-ing investigating employee misconduct; understanding and managing employee leaves of absence and requests for accommodation; I-9 and immigration law compli-ance, exempt/nonexempt classification and pay procedures; and employee discipline and termination. She has assisted clients of all sizes from small businesses not covered by most federal employment laws to healthcare, manufacturing and hospitality clients with thousands of employees. She has also represented governmental em-ployers and federal contractors who have additional compliance obligations. In working with clients, Cathy gives practical cost effective answers allowing clients to determine which level of risk management and cost best suits their organization. She is extensively involved in human resource and business or-ganizations and is frequently asked to speak to community and professional groups on all areas of employment law. Cathy lives in Harrisonburg with her husband and 2 children.
Steven W. Ray is a founding partner of Isler Dare P.C. He received his B.S. in Finance from San Diego State University in 1981. In 1984, he graduated from the University of the Pacific, McGeorge School of Law, Sacramento, California, where he was managing editor of the Law Review. Steve is a Past President of the Fairfax Bar Association (FBA), as well as a former member of its Board of Directors. He is admitted to practice in Virgin-ia, D.C., Maryland, and California, and in many federal courts, including the U.S. Su-preme Court. Steve has authored numerous books and articles on employment and la-bor relations issues, and is a frequent speaker on this subject before professional and business organizations.
