Here are several timely updates and opportunities that stood out in the latest Virginia Chamber briefing:

  • Virginia Ranked #4 in CNBC’s 2025 Top States for Business

The Commonwealth continues its strong national reputation, earning top scores in Education (#1), Infrastructure (#2), and Technology & Innovation (#8). These rankings reflect our continued progress in workforce development, connectivity, and quality of life.

  • Federal Legislation Watch

A sweeping new federal tax bill—signed into law on July 4—includes major changes affecting businesses, including expanded R&D tax credits and a permanent small business income deduction. The bill also broadens Pell Grant eligibility for short-term workforce training programs, which could help address Virginia’s labor shortages.

  • Energy Infrastructure in the Spotlight

The State Corporation Commission (SCC) is accepting public comment on Dominion Energy’s proposed 1,000 MW Chesterfield Energy Reliability Center. This project is designed to support Virginia’s fast-growing energy demand and grid reliability. Submit your public comment here.
