Randy Minchew Appointed to Commonwealth Transportation Board

The TVRC is proud to share that Governor Glenn Youngkin has appointed J. Randall Minchew to serve as the Urban At-Large member of the Commonwealth Transportation Board (CTB). Randy currently serves as Managing Shareholder of the Loudoun office at the law firm of Walsh, Colucci, Lubeley & Walsh, P.C.

The CTB plays a critical role in overseeing Virginia’s transportation infrastructure, including the Virginia Department of Transportation (VDOT), the Commonwealth’s involvement with the Washington Metropolitan Area Transit Authority (WMATA), and other modes of surface transportation across the state. Randy’s four-year term began on July 1, 2025.

Randy previously served in the Virginia House of Delegates, representing Loudoun, Clarke, and Frederick Counties in the Virginia General Assembly, and has served on the Northern Virginia Transportation Authority since 2013.

This appointment is a strong recognition of Randy’s ongoing commitment to thoughtful infrastructure planning and public service. We extend our congratulations and look forward to his continued leadership.

With this appointment, the Top of Virginia Region now has two region-based representatives on the Commonwealth Transportation Board. Randy joins Thomas Moore Lawson, a fellow appointee who has served as the Rural At-Large member of the Board since 2022.
