Legislative Corner – Weekly Update
State Sen. Jennifer Carroll Foy (D–Prince William) has introduced SB 32, legislation that would repeal Virginia’s longstanding right-to-work statute. The bill would remove provisions of the Code of Virginia that prohibit requiring union membership as a condition of employment.
While Democrats now hold majorities in both chambers—as well as the Executive Mansion—Governor-elect Abigail Spanberger has reiterated that she does not support a full repeal of right-to-work. This has already prompted some division within the Democratic caucus over the path forward for the proposal.
SB 32 will move through the General Assembly committee process when lawmakers return to Richmond in January. The Top of Virginia Regional Chamber will continue to monitor this legislation closely, as any changes to right-to-work policy could have significant implications for the region’s employers and workforce.
